The Port Elizabeth Land and Community Restoration Association (PELCRA) was set up in 1993 to facilitate the many urban land claims in the Port Elizabeth region. PELCRA retained the services of the LRC for legal advice and assistance in forcing the government to heed the demands of the claimants.
