Dr Van Heerden's work in opposing solitary confinement took place in the context of South Africa's re-introduction of long-term solitary confinement and the building of both the Closed Maximum Security Prison (C-Max) in Pretoria (September 1997), and the Super-Maximum Security Prison in Kokstad (2001), the latter to house 1500-1600 prisoners.
