History

Educated at the Diocesan College, Kilpin joined the Cape House of Parliament as a Clerk of the Papers in 1905, serving the Cape and Union Parliaments for 45 years, becoming Clerk of the House in 1940. He was regarded throughout the Commonwealth as leading authority on parliamentary procedure. His book "Parliamentary Procedures in South Africa" was published in 1947. His other books included "Annotated Digest of Speakers' Opinions", "The Old Cape House" and "The Romance of a Colonial Parliament". He was awarded an honorary doctorate of Laws from the University of Cape Town in 1952. He retired in 1950 and died in 1955.
